Do You Have to Pay for Respite Care? NHS, Council and Funding Options

Not always. Whether you pay for respite care in the UK depends on a local authority needs assessment and a financial (means-tested) assessment of savings and income. Some families receive council funding towards respite, others self-fund, and carers can request a Carer's Assessment in their own right to unlock support.

What decides whether you pay?

In England, respite is usually arranged through adult social care at your local council. For most families in our area that is Trafford Council, while Manchester residents deal with Manchester City Council. The process has two parts:

  • A needs assessment, which looks at the level of support the person needs day to day.
  • A financial assessment (means test), which looks at savings and income to decide how much, if anything, the council contributes.

If someone's savings sit above the upper capital limit, they will usually self-fund. Below it, the council may fund all or part of the cost.

Respite as part of a care package

Respite is often built into a wider support plan rather than booked in isolation. If the person you care for already has a personal budget, part of it can be put towards day care or short breaks. Many families use direct payments to arrange their own support, including sessions at our Extra Relief Support respite service, which gives you the freedom to choose provision that fits around your routine.

The Carer's Assessment

As a carer, you have a legal right to your own Carer's Assessment, separate from the person you look after. It considers the impact caring has on your health, work and wellbeing, and can lead to support such as funded respite or a break. You do not have to be caring around the clock to ask for one.

Does the NHS pay for respite?

Usually no. Most respite and day care is social care, funded through the council rather than the NHS. The NHS only funds care in limited circumstances, mainly through NHS Continuing Healthcare for people with significant, ongoing health needs. This is relatively uncommon and is assessed separately.

Benefits and grants that can help

A few routes can ease the cost:

  • Attendance Allowance — a non-means-tested benefit for people over State Pension age who need help with personal care. It is not affected by savings.
  • Personal Independence Payment (PIP) — the equivalent support for working-age adults.
  • Respite grants — some charities and carers' organisations offer one-off grants towards a break. Who qualifies depends on the funder, but they often prioritise carers on a lower income or in particular circumstances.
